La ingeniera Hessa Al Malek, directora ejecutiva para el Sector Marítimo de la Autoridad Federal de Transporte de Emiratos Árabes Unidos, tiene como objetivo mantener la posición de EAU como una de las naciones más desarrolladas económica y comercialmente de la región. Sus esfuerzos se centran en el impulso de las capacidades y en el fortalecimiento de los recursos marítimos. Una gestión que a Al Malek, que tiene una destacadísima y brillante trayectoria profesional a sus espaldas, le está dando excelentes resultados. Como prueba se hallan los ránkings del sector, en los que Emiratos Árabes ocupa las primeras posiciones.

¿En qué etapa se encuentra Emiratos Árabes Unidos en términos de transporte marítimo?

Como nación marítima, EAU es el hogar de 20 de los principales puertos del mundo, algunos de los cuales se encuentran dentro de los 10 principales, que registran un movimiento de más de 17 millones de TEU al año. Esta estadística está experimentando un aumento constante, ya que Emiratos Árabes como ‘hub’ atiende a cerca de dos mil millones de personas de China, India, América del Sur, los Estados del Golfo, las antiguas repúblicas soviéticas y hasta Europa oriental.

¿Qué datos muestran actualmente este desarrollo?

EAU es el centro marítimo mundial más importante entre Europa y el mundo oriental. Al conectar además con algunos puertos de América del Sur, Emiratos Árabes representa el 60% de la contenedorización total de Consejo de Cooperación del Golfo. A lo que hay que unir que es uno de los principales actores en el mercado internacional de la energía, con una reserva de petróleo de 97.800 millones de barriles y una producción diaria de petróleo de 2,9 mbpd (millones de barriles por día) que proviene principalmente de instalaciones en alta mar.

En un ránking mundial, ¿en qué lugar se halla?

Emiratos Árabes Unidos se encuentra en la posición número 15 entre los 50 principales importadores mundiales de carga en contenedores. Y, en concreto, Jebel Ali ocupó el primer lugar en los puertos líderes del mundo por productividad en 2017. En cuanto a la flota, se encuentra en el puesto 26 del ‘top 50’ mundial con 815 buques, 103 de bandera nacional y 712 extranjera.

¿Entran España y los países latinoamericanos en los planes de Emiratos Árabes Unidos?

Emiratos Árabes se compromete a proporcionar conectividad y una ruta marítima alternativa para asegurar el comercio con los principales puertos del mundo, incluidos España y los países latinoamericanos. La meta es garantizar el suministro de energía y la carga en contenedores.

¿Cuáles son los principales bienes que llegan desde estos territorios?

Café, pescado y productos pesqueros, alimentos y té, madera así como materiales y equipos electrónicos e industriales.

¿Qué hace de Emiratos Árabes un lugar tan atractivo para estos flujos?

Emiratos Árabes ocupa el primer lugar a nivel regional y el tercero a nivel mundial en términos de calidad de infraestructura de puertos marítimos. Como prueba ahí está la cartera de más de 77 terminales marítimas de DP World en seis continentes. Además, se encuentra ubicado estratégicamente ante grandes mercados. Los dos principales puertos para el transporte de contenedores son Jabel Ali y Khalifa.

También tengo entendido que resulta clave el negocio de la venta de combustible para buques.

Entre EAU y otros seis países -Singapur, China, EEUU, Países Bajos y Corea del Sur- son responsables de casi el 60% de las ventas globales de combustible para buques. Y Fujairah, en Emiratos Árabes, es el segundo puerto de abastecimiento de combustible más grande del mundo, con ventas anuales de alrededor de 27 millones de toneladas.

¿Y en cuanto a logística?

Ocupó el puesto 13 en el índice logístico mundial en 2017 y está en la posición 35 en cuanto a compañías navieras de línea. La razón es que EAU promueve los puertos inteligentes y los puertos verdes sostenibles para fortalecer la eficiencia y la competitividad a nivel internacional de su marina mercante nacional. Y, por supuesto, facilita los movimientos de carga, incluida la documentación digitalizada.

¿El medio ambiente asimismo es un objetivo?

Emiratos Árabes Unidos se compromete a proteger el medio marino mediante la ratificación de acuerdos para facilitar una exploración segura. De esta forma se mitiga la explotación y la producción. Hay que comprender la sostenibilidad y el papel de las metodologías de huella ambiental para proteger los ecosistemas marinos.

¿Cuáles son los proyectos existentes a corto plazo que entrarán en juego para la mejora y el crecimiento del sector?

Es importante la actualización de la Ley Marítima. EAU busca mantener su posición como una de las naciones más desarrolladas económica y comercialmente de la región. Y para ello ofrece un entorno comercial que ha ganado la confianza de los inversionistas y es capaz de respaldar grandes actividades comerciales en los sectores marítimos. Esto también se debe a sus profesionales con múltiples talentos, al sistema político estable, el enfoque global, multicultural y moderado, a su tolerancia y valores y a sus generosas contribuciones a la comunidad internacional.

¿Hay un objetivo específico para alcanzar?

Más interacciones regionales e internacionales con puertos y compañías navieras altamente. Y también más desarrollo de instalaciones portuarias que impulsen medidas que faciliten el comercio unificado y el manejo de carga y de los sistemas logísticos.

At what stage is the United Arab Emirates in terms of maritime transport?

As a maritime nation, the UAE is the home of 20 of the world’s major ports, some of which are among the top 10, which move more than 17 million TEUs per year. What makes the United Arab Emirates such an attractive place for these flows?

The United Arab Emirates ranks first at the regional level and third in the world in terms of quality of seaport infrastructure. Proof of it is the portfolio of more than 77 maritime terminals of DP World in six continents. In addition, it is strategically located in front of large markets. The two main ports for container transportation are Jabel Ali and Khalifa.

I also understand that the business of selling fuel for ships is key.

What about the logistics?

The UAE ranked 13th in the World Logistic Index in 2017 and is in position 35 in terms of line shipping companies. The reason is that the UAE promotes smart ports and sustainable green ports to strengthen the efficiency and international competitiveness of its national merchant marine. And, of course, the ports facilitate the loading of movements, which involves digitalized documentation.  

Is the environment also a goal?

The United Arab Emirates is committed to protecting the marine environment by ratifying agreements to facilitate safe exploration. In this way, the risks related to exploitation and production are mitigated. We must understand the sustainability and the role of environmental methodologies to protect marine ecosystems.  

What are the existing short-term projects that will come into play for the improvement and growth of the sector?

Updating the Maritime Law is important. The United Arab Emirates seeks to maintain its position as one of the most economically and commercially developed nations in the region. And for that purpose, it offers a commercial environment that has earned the trust of investors and is capable of supporting large commercial activities in the maritime sectors. This is also due to the country’s multi-talented professionals, stable political system, global, multicultural and moderate approach, tolerance and values, ​​and  generous contributions to the international community. 

Is there a specific goal to achieve?

More regional and international interactions with ports and highly efficient shipping companies within the shipping industry. Additionally, more development of port facilities that promote measures that facilitate unified trade, load handling and logistics systems.
