México y Emiratos Árabes Unidos (EAU) tienen perfiles paralelos. Son países con una posición geográfica clave en el mundo y que trabajan para aprovecharla desde el punto de vista político y económico. En poco más de dos años, ambos países han potenciado sus puntos en común fortaleciendo y diversificando de forma espectacular sus relaciones, como ponen de manifiesto el incremento de exportaciones e importaciones y la firma de trece acuerdos bilaterales en materia económica y comercial que impulsan la cooperación entre México y EAU. En esa colaboración juega un papel fundamental la labor diplomática, que lidera en Emiratos Árabes la embajadora mexicana Francisca E. Méndez Escobar. De acuerdo con ella, ambos países afrontan un nuevo año con un “potencial enorme” de cooperación en sus manos. Ha llegado la hora, asegura, de que el protagonismo en esa tarea lo vayan asumiendo directamente las empresas e instituciones tras el inicial impulso gubernamental.

¿Qué ha marcado la relación actual entre Emiratos Árabes Unidos y México?

El punto de inflexión se produjo con la visita oficial realizada por el presidente de México a los Emiratos Árabes Unidos, acompañado por una importante delegación ministerial y empresarial. Fue un acercamiento en términos políticos, desde luego, pero generó el marco jurídico bilateral para hacer una muy buena conexión económica y comercial. Desde entonces se firmaron 13 acuerdos, todos ellos muy relevantes. Durante dicha visita, el propio mandatario mexicano pudo constatar que el sector agroalimentario tiene un gran potencial por la calidad de los productos mexicanos, pero que era un ámbito de oportunidades que se había explorado de manera muy incipiente. 

¿Estos pasos confirman que Emiratos Árabes es un socio interesante para México?

La mayoría de las empresas y de las autoridades en materia económica coinciden en señalar que los EAU son la puerta de entrada hacia los mercados de Medio Oriente y una conexión particularmente relevante para incursionar en  los mercados Asia y África. Los EAU constituyen también un hub de distribución regional y por eso son tan atractivos. Además, es un país muy orientado a los negocios. Hemos recibido infinidad de visitas de carácter económico y comercial, destinadas a conocer este mercado y el potencial enorme que tiene para los productos mexicanos.

¿Se detecta un interés de Emiratos Árabes Unidos por México?

Es una confluencia bien interesante porque los EAU han estado por mucho tiempo -y por razones políticas entendibles- enfocados en su región. Querían consolidarse como país en el primer círculo prioritario de influencia, que es la región del Golfo, y lo han hecho muy bien. El siguiente círculo era claramente Asia y el gran mercado que tienen con la India y, casi al mismo tiempo, África, que es un continente al que dispensan una presencia política y de cooperación importante, pero también económica y comercial. Les faltaba mirar hacia América Latina y, desde 2010, han desarrollado una estrategia política muy agresiva y consistente hacia América Latina. Para México, los EAU son una fuente de diversificación de nuestras relaciones políticas, económicas y comerciales. Son dos intereses que confluyen en el tiempo. En el transcurso de tres o cuatro años se abrieron la Embajada en México en Abu Dhabi y la de los EAU en México. Y no sólo se establecieron a nivel diplomático en México, también en Colombia, Perú, Chile, Argentina, Brasil… Más tarde se instauró el Foro Global de Negocios de Latinoamérica en Dubai y empezaron a ser muy conscientes de las oportunidades de comercio e inversión que ofrecen los mercados de América Latina, lo que coincide también con nuestro interés nacional. Se ha dado una convergencia económica y política que nos ofrece ventajas a los dos. Hoy, productos como automóviles, teléfonos o refrigeradores lideran las exportaciones de México a Emiratos Árabes.

Hay sectores como el energético que destacan en la política de ambos países. ¿Es factible establecer acuerdos en el sector petrolero?

No sólo es factible, es una realidad. Ya se está dando. Hay empresas de los EAU con inversiones en México en el sector energía y dispuestas a incrementarlas. El acuerdo de Pemex con Cepsa -propiedad del consorcio emiratí Mubadala-  es una realidad. Los EAU ya tienen presencia en México y siguen explorando nuevas áreas de oportunidad. El sector energético es muy basto; no sólo es exploración y extracción de petróleo, sino toda su cadena de valor. Además, en México el sector de los hidrocarburos estaba totalmente cerrado a la participación extranjera y en los últimos tiempos se ha ido abriendo gradualmente. Hoy están presentes todos los jugadores globales. Sirva como dato que, a la fecha, ya se han firmado más de cien contratos con empresas extranjeras en ese sector. 

La apuesta por las energías renovables en Emiratos Árabes es decidida y constante, con la construcción de los parques solares más grandes e innovadores del mundo. ¿Qué lugar ocupa la Agencia Internacional de Energías Renovables en estas aspiraciones de México?

De cara a 2019, esperamos elevar el nivel de la representación de México en IRENA a la categoría de representantes permanentes. Ya lo planteamos y estamos esperando que las nuevas autoridades le den seguimiento. Esto nos va a permitir tener una relación mucho más útil con la agencia, que desarrolla proyectos de energía renovable en Centroamérica. México quiere ser su socio. De hecho, México es un socio fundamental para los países centroamericanos y queremos unir los proyectos que tiene IRENA en Centroamérica con nuestro interés de desarrollar toda esa región.

¿Es posible que al final se establezca un vuelo entre Dubai y Ciudad de México?

Es necesario, es posible y es deseable. Se va a lograr porque los EAU constituyen, al igual que México, un hub logístico a nivel mundial. Si usted observa el desarrollo de la conectividad internacional, la misma dinámica obliga a que las aerolíneas atiendan la demanda. Existe una demanda en el mercado evidente y por eso los EAU tienen la visión y la intención de establecer un vuelo directo con México, porque comprenden su importancia estratégica y geográfica. México está situado entre dos océanos, tiene la vecindad con uno de los países económicamente más poderosos del mundo, así como con América Latina y Asia. En términos estratégicos y geopolíticos, México un país muy bien ubicado.

La supresión de visa turística es un paso importante en este sentido…

No fue una decisión casual. Existe una visión política y económica detrás del acuerdo de supresión de visas y la idea fue hacer las dos cosas al mismo tiempo. Más allá de llenar aviones, el vuelo va a detonar infinidad de negocios e intercambios en ambos sentidos. Ahí está la voluntad de ambos países para abrir las puertas. Va a ser más fácil que un empresario emiratí pueda acudir a una feria comercial en México. Al igual que aquí, en México tenemos durante todo el año eventos comerciales de talla internacional. México es pionero del comercio internacional con la firma de múltiples acuerdos de libre comercio, incluyendo el nuevo Tratado México, Estados Unidos y Canadá -conocido en México como T-MEC-, que buscan abrir los mercados de diversas regiones y que han funcionado de manera muy exitosa.

¿Cómo ve el futuro?

Soy muy optimista. El futuro es muy promisorio y el potencial es enorme. Creo que estos años han servido para sentar las bases. En la medida en que nos conocemos mejor, y esa es en gran parte la labor de la Embajada y de la Oficina de ProMéxico en Dubai, creamos más oportunidades y percibimos todo el potencial que existe. Todavía queda mucho por hacer y si logramos incrementar  la conectividad entre ambos países y si seguimos participando activamente en las ferias, se conseguirá un crecimiento que naturalmente irá en aumento. Ya tenemos un acuerdo para evitar la doble tributación que está en vigor y que sienta las bases para la inversión y en 2018 se pudieron obtener certificados sanitarios para algunos productos. Hoy México tiene varias empresas con certificación halal  para productos cárnicos, lácteos y huevos, lo que permitirá promover nuestras exportaciones de esos productos al mercado de los EAU.

¿Existen posibilidades de que empresas mexicanas se instalen en EAU?

Es un proceso. Primero inicias con la exportación. Cuando generas un volumen y empiezas a ver las dinámicas de mercado y, dependiendo de tu eficiencia de costos, tendrá una lógica estar presentes en el mercado o no. Actualmente, gran parte de nuestros productos no tienen una lógica para tener una planta aquí; es más eficiente producir en otros mercados y traerlos. En la actualidad, hay más marcas mexicanas presentes en los EAU, tales como KidZania, Cemex, Mabe, Tenaris o Tamsa.

¿Hay algún buen ejemplo de recorrido exitoso por la región?

Bestground. Produce miel de agave, que procede de la misma planta del tequila, es un endulzante natural. Con ese tipo de productos se empezó a exportar a esta región hace varios años. Después abrieron un centro de distribución y comenzaron a incrementar la gama de productos que están exportando.

¿Puede dar un consejo para las empresas que quieran instalarse en Emiratos Árabes?

Cada empresa es diferente. No existe una fórmula única. Lo primero es la preparación, conocer el mercado, visitarlo. Si vas a exportar alimentos es indispensable que participes en la Gulfood y visitar el resto de las ferias de alimentos. No hay que venir a montar una oficina sin conocer. Lo primero es visitar la región, no una vez sino varias veces y familiarizarse con el mercado y entender cómo funciona, porque estamos a 15.000 kilómetros.

¿Existe cooperación en materia cultural?

Siempre he considerado que la cultura es un puente de entendimiento entre los pueblos y estamos muy lejos, aún no nos conocemos. Somos exóticos mutuamente y la cultura te ayuda a entender y a establecer una relación mucho más cercana. Entender su ideosincrasia, su manera de pensar, lo que le interesa… Y la cultura también es un vehículo de promoción económica. Por ejemplo, la artesanía mexicana es muy fina, la mayor parte de las piezas se hacen a mano, tiene una riqueza cultural muy importante y con la exposición que hicimos por el Día Nacional beneficiamos a las comunidades indígenas que producen esa artesanía. En cuanto a gastronomía, el motor principal es que la gente conozca los productos mexicanos para que los consuma y aumente la exportación de estos productos a la región. Es lo que pretendemos con el Día Nacional, con la Semana Gastronómica y con los chefs que vienen durante todo el año para promover nuestra gastronomía.

Francisca E. Méndez, ambassador of Mexico to Abu Dhabi, claims that both countries are facing a ‘’very promising’’ future with ‘’great potential’’

Mexico and the United Arab Emirates (UAE) have parallel profiles. Both countries have privileged geographical positions in their own respective regions, fostering economic and political advantages. In just over two years, both countries have advanced their common interests by strengthening their relationships dramatically. The substantial increase of bilateral trade and the signing of thirteen bilateral agreements for economic cooperation show a growing bilateral engagement. The role played by the Mexican ambassador to the United Arab Emirates, Francisca E. Méndez Escobar has been crucial to this development. According to her, Mexico and the Emirates start the New Year with ‘’great prospects’’ for their bilateral cooperation. It’s time now, she says, for that important task to be broadened by private companies and cooperation institutions.

What has marked the current relationship between the United Arab Emirates and Mexico?

The turning point was the visit of the Mexican president to the UAE, in January 2016. While the visit meant a substantial rapprochement in political terms, it also generated a bilateral legal framework that has been the foundation for improved economic and commercial exchanges. Since then, 13 different bilateral agreements have been signed, all of them very relevant. During the visit, the president himself realized that the high quality standards of Mexican food products had a great potential in the UAE market. 

Do these steps confirm that the United Arab Emirates are an interesting partner for Mexico?

Most Mexican companies and economic authorities understand that the United Arab Emirates are the entry gate to the Middle East and a very important connection towards Asia and Africa. It is also a hub for regional distribution in the GCC area, making it an attractive partner. Moreover, it is a business-oriented country that  promotes innovation. In this context, our Embassy has hosted an important number of commercial and economic delegations trying to understand this market and the great potential it has for Mexican products

Can we see an interest in the United Arab Emirates towards Mexico?

It is an interesting question and an even more interesting juncture. The UAE has consolidated as a country of the first range of importance in the Middle East region. It has also established strong bonds with Asia, stemming from the great demographic and commercial ties it has with India. At the same time, Africa is a continent of great political and economic importance for the UAE. In this context, a stronger connection with Latin America was somehow missing. However, since 2010 the UAE started an active  policy towards Latin America, which included high level visits first and the opening embassies. In less than four years, both countries opened embassies in each respective capital. Subsequently, the UAE established diplomatic missions in Colombia, Peru, Chile, Argentina, and Brazil... Later the UAE created the Global Business Forum of Latin America in Dubai and started to be very increasingly aware of the existing business opportunities in Latin America, which also matches our interest. There is an economic and political convergence that has enabled advantages for both countries. Today, products such as cars, phones or fridges lead the exports from Mexico to the United Arab Emirates.

There are areas like the energy sector which stand out in the policy of both countries. Is it feasible to establish agreements in the oil sector?

Not only is it feasible, but also real and already happening. There are Emirati companies that have  invested in Mexico in the energy sector have already planning to expand. The agreement between Mexican Oil Company Pemex and Cepsa – 100% property of Mubadala – is a reality. The energy sector is very vast, it is not only about oil exploration and extraction, but the whole value chain. Before energy reform in 2013, Mexico had its hydrocarbon sector closed to foreign investment and it has been opening gradually in recent times. Today, all major players of the sector are present, with over 100 signed contracts.

The bet for renewable energies in the UAE is determined and constant, with the construction of the two biggest and most innovative solar parks in the World. What is the place for the International Renewable Energy Agency in these aspirations of Mexico?

Towards 2019 we expect the representation of Mexico in IRENA to upgrade and have a permanent representation in Abu Dhabi. We already brought that up and we are waiting for the new authorities to follow up. This will allow us to have a more useful relationship with the agency, which develops projects on renewable energy in Central America. Mexico wants to be a partner for Central American countries link the projects IRENA has in Central America with Mexican development projects in the region.

Is it possible to have a flight between Dubai and Mexico City at last?

It is necessary, it’s possible, and it’s desirable. It’s going to happen because the Emirates are a hub and Mexico is a hub. If you have a look at the dynamic of international flight connections, you will see that such dynamics force airlines to follow the demand side. There is an evident demand in the market and that is the reason the UAE has the vision of opening a direct flight to Mexico, as it is of strategic and geographic importance. Mexico lies between two oceans, it is a neighbor of one of the most economically powerful countries in the World. It also neighbors with Latin America and with Asia through the Pacific Ocean. It is therefore a strategically situated country. 

The visa waiver for tourists is an important step for this...

It was made with this vision, it was not casual. There is a political and economic vision behind the agreement for the visa waiver and the idea was to do both things at the same time. Beyond filling planes with people, flights are going to spark off plenty of business opportunities in both ways. The will of both countries to open doors is up there. It’s going to be easier for an Emirati business man to attend a trade fair in Mexico. Just like in the UAE, in Mexico we are always having year-round World class commercial events. Mexico is pioneer in international trade after the signing of the new Mexico, US and Canada Agreement (known in Mexico T-MEC), which seeks to open the market of different regions in a very successful way.

How do you see the future?

I am very optimistic. The future is very promising and the potential is huge. I think that these years have been useful to get established. As we get to know each other better, a task done by the Embassy and ProMexico, we are finding more opportunities potential. There is still a lot to do and if we achieve the connectivity and keep attending the trade shows and fairs, which we are going to do, we will achieve further growth. We already have an agreement for the avoidance double taxation that will pave the way for investment, and in 2018 several Mexican companies obtained the Halal Certification for food products such as meats, dairy products and eggs, thus enabling exports into the UAE market as Companies will comply with local proceedings.

Are there possibilities for these companies to settle in the the United Arab Emirates?

It is a whole process and it starts with exports. Once you reach a certain volume and you begin to see the dynamics of the market, there comes the time to decide whether to have direct presence in the market or not. Today most of our products don’t have a reason to have a plant here, it’s more efficient to produce in other markets and bring them here. Currently, there are more Mexican brands present here in the UAE, such as KidZania, Cemex, Mabe, Tenaris and Tamsa.

Which Mexican company would be a good example for that successful journey through the region?

Bestground. It produces agave honey, which comes from the tequila plant, it is a natural sweetener. The company started exporting agave honey to the GCC region several years ago. Afterwards, they opened a distribution center and started to increase the range of exports.

What would be the most appropriate path for a Mexican company to settle in the United Arab Emirates?

Each company is different. There isn’t a general formula. The first thing is preparation, knowing the market, visiting it. If you are going to export food it is indispensable to attend Gulf Food as well as all the other food exhibitions. You can’t come to set up an office without knowing the environment. The first step is visiting the region, not once but many times, getting familiar with the market and understanding your costs right, for we are 15.000 kilometers away.

How is your cooperation in culture?

I’ve always considered culture to be a bridge for the understanding between two countries and we are very far, we still don’t know each other. We are exotic to each other and culture helps to understand and establish a much closer relationship. Understanding their ideology, their way of thinking, what they are interested in... and culture is also a vehicle for economic promotion. For example, Mexican craftwork is very fine, most of the pieces are handmade, it has a very important cultural richness. The Embassy organized an art exhibition for the National Day last September that  benefited the indigenous communities of Oaxaca that produced the craftwork. When it comes to gastronomy, the main driving force is having people know the good quality of Mexican products so that they start consuming them thus fostering its export to the region. This is what our Embassy keeps in sight when organizing the National Day, the Food Week and the visiting chefs who come throughout the year to promote our national cuisine.
