Como director regional de la empresa española Técnicas Reunidas, que genera en torno a sus proyectos actuales unos 20.000 empleos en Emiratos Árabes Unidos (EAU), y presidente de la Cámara de Comercio Oficial de España en EAU, Guillermo Cobelo tiene muchos motivos para guardar un buen recuerdo de 2019. Su balance es muy positivo en ambos frentes pero su vista está siempre puesta en nuevos retos, que en este 2020 tendrán protagonistas indiscutibles grandes eventos como la Exposición Universal de Dubai.
¿El año 2019 ha sido especial para el Spanish Business Council?
Muy especial por diferentes motivos. Es un logro, un privilegio y un honor haber conseguido el hito histórico de ser la primera Cámara de Comercio oficial de España en todo Oriente Medio. Otro de los pilares fundamentales que creo que definen 2019 es haber sido capaces de pasar de los cien miembros corporativos. Hay en torno a 250 empresas españolas basadas en Emiratos Árabes Unidos con carácter permanente y, de ellas, más de cien pertenecen al Spanish Business Council, lo que da una indicativa del porcentaje de éxito que se está teniendo a la hora de acercarse a las empresas. En tercer lugar, desde hace ya unos cuantos años la Cámara de Comercio, el SBC, se encuentra en una situación financiera muy solvente para poder afrontar los retos que vienen en años venideros, porque la salud financiera es fundamental para ser capaces de acometer toda las tareas que tenemos en mente para 2020.
¿Qué aporta tener una Cámara de Comercio de España en Emiratos Árabes?
En primer lugar, la Cámara de Comercio como tal no es nada sin sus miembros, que son el eje principal, fundamental y nuestra mayor prioridad. La Cámara aporta un servicio que creo que es muy necesario en relación a compañías pequeñas y medianas o recién llegadas a Emiratos Árabes, que de esta forma se encuentran con una plataforma a la que pueden acceder con cierta facilidad y les otorga una curva de aprendizaje más acelerada. Por otra parte, al ser una cámara de comercio oficial ya estamos viendo las potenciales sinergias que pueda haber con otras cámaras tanto en el exterior como propias de España, como la de Murcia o la de Madrid, con las que se están planteando una serie de iniciativas que pueden aportar mucho valor tanto en Emiratos como en España. También se lanzarán diversas medidas de carácter docente. Estamos estableciendo convenios con universidades de España para que a través del portal de la Cámara de Comercio del SBC se pueda acceder a determinados cursos profesionales.

¿Qué perspectivas tiene la Cámara de Comercio respecto a la Expo?
La Expo va a jugar un rol fundamental en el país este año. Va a ser la Expo con la mayor participación de países en la historia, más de 198. Es un evento de repercusión mundial en el que sin ninguna duda la Cámara de Comercio tiene que estar presente de una forma o de otra. La manera en la que participemos será la que decida el consejo y los miembros. Será una forma, sin duda, que aporte valor, contenido, en la que se establezcan una serie de sinergias, bien sea con la Expo 2020, con la Oficina Comercial de España, con Acción Cultural Española o con los diferentes organismos que la regulen y que están involucrados. Es una oportunidad para demostrar toda la visibilidad, todo el apoyo y todo el soporte que la Cámara de Comercio tiene en este país.
¿Es importante para el SBC mantener la presencia que despliega cada año en EAU en eventos como el Día de España o las cenas de gala?
Muchas veces, con la vorágine del día a día, perdemos la perspectiva de la cantidad de eventos que realiza el SBC. Si no me equivoco en 2019 hemos realizado 56 eventos, es un número muy relevante. Nuestro evento más importante, en colaboración con la Embajada de España, es el Día Nacional, que este año creo ha batido todos los récords de asistencia. Desde el punto de vista de la Cámara de Comercio, y creo compartido con la Embajada de España en Emiratos, ha sido un éxito rotundo. Celebramos la cena de gala, en la que de nuevo hemos vuelto a recabar cifras que no habíamos visto con anterioridad, con una asistencia de cerca de 300 personas. Se han entregado los premios al emiratí del año a Ali Albwardy, toda una personalidad y un gran empresario en este país, y al español del año a Arturo Manso, por todo el desarrollo que ha venido realizando en las últimas dos décadas en Emiratos y por ser, sin ninguna duda, uno de los pilares de la comunidad española en EAU. Más allá de los eventos sociales se realizan foros de trabajo en los que se habla de materias específicas y que ayudan a clarificar la ruta a tomar por determinadas empresas a la hora de afrontar los retos futuros.
¿Ofrecen resultados concretos este tipo de foros?
Emiratos ha desarrollado en los últimos 48 años algo inédito en el mundo. Los logros que los emiratíes han conseguido gracias a su sabio liderazgo, han sido absolutamente encomiables. Hemos visto un dinamismo que no existe en ninguna otra parte del mundo. Es una situación muy cambiante, hacia mejor, pero tenemos que estar muy al día. No es lo mismo el Emiratos de hoy que el de 2015 y solo han pasado cuatro años. Tenemos que recordar que en torno a 1960-70, cuando en España vivían 30 millones de personas, aquí eran 90.000 y, ahora, España ha multiplicado desde esa fecha por 1,5 su población y Emiratos ha multiplicado la población que recibe por 100, ahora son nueve millones. El desarrollo es absolutamente vertiginoso. Es un desarrollo que no se ha visto en ninguna parte del mundo que va acompañado de numerosos retos. Y precisamente la Cámara de Comercio está para afrontar esos retos con todos sus miembros.
¿Cuál es el objetivo del SBC de cara al futuro?
Aportar valor y ser el puente entre todos aquellos grupos de empresarios, empresas o emprendedores que quieran hacer negocios bien en Emiratos Árabes Unidos, bien en España, y que nos utilicen a nosotros como canal.

¿Desde Técnicas Reunidas qué balance hacen de 2019?
2019 ha sido un año, desde mi punto de vista, con muchos retos. De la misma manera en que el país evoluciona creo que la empresa tiene que evolucionar y adaptarse a esta situación cambiante, que tiene retos por delante. Sin ninguna duda, ha sido un año bueno para Técnicas Reunidas en Emiratos Árabes. Técnicas Reunidas es una empresa que lleva en Emiratos desde 2006, por tanto, sabemos cómo hacer negocios en Emiratos Árabes pero, aún así, no podemos descansar porque del mismo modo somos conscientes de que en el momento que bajemos el pie del acelerador nos estaremos perdiendo cosas. Tenemos que estar en la calle, hablando con la gente, embebernos con la comunidad local porque es la única manera en la que vamos a poder garantizar el éxito a futuro. Este ha sido un año que nos ha permitido estar cerca de los clientes y de conocernos mucho más y ya no solo como clientes sino como ‘partners’, que es algo fundamental para el éxito y la consecución de nuestros proyectos en coste, en plazo, en calidad y en seguridad.
¿Cómo han sido los resultados en este año?
En estos momentos estamos ejecutando cinco contratos diferentes en el país, es el mayor número de contratos que hemos ejecutado en EAU. Hemos incrementado mucho nuestros proyectos en ejecución. De hecho, estamos en la cartera más alta que hemos tenido hasta la fecha en Abu Dhabi en particular. El futuro, 2020, 2021, lo vemos con grandes esperanzas por los nuevos planes anunciados por la petrolera estatal ADNOC, que cuenta con unas previsiones de desarrollo de ‘downstream’ de 45.000 millones de dólares y tiene el plan 2019-2023 de 132.000 millones dólares en proyectos. Por lo tanto, es un año que nosotros vemos con mucha luz, con mucho trabajo. La facturación de Técnicas Reunidas está en una línea constante y estable en función de los resultados que ha venido teniendo durante los últimos años.
¿Cuántos trabajadores tiene Técnicas Reunidas en Emiratos?
En estos momentos los proyectos se están lanzando, están en fase de ingeniería. Y toda nuestra ingeniería se desarrolla en Madrid. De hecho, los emiratíes van a Madrid y desarrollan la ingeniería de forma conjunta con nosotros, y eso es parte del éxito ya que el equipo al completo que se basa en Madrid desarrollando la ingeniería se mueve a Emiratos Árabes para ejecutar el proyecto. Eso es fundamental. En este momento, al estar desarrollándose la ingeniería en Madrid, no estamos llegando al pico de personal. A día de hoy somos unas 400 personas en personal ingeniero, técnico y de supervisión. Estamos incrementando la movilización porque progresivamente se acaba la ingeniería y se va a ejecución de proyecto, esperamos llegar o sobrepasar las mil personas a final del año que viene. Sumando el empleo que se genera a través de los subcontratistas podemos calcular que podría llegar en estos momentos a 15.000 o 20.000 personas. Una sola obra mediana o grande emplea de forma directa tanto desde Técnicas Reunidas como de los subcontratistas entre 8.000 y 15.000 personas.
¿Y cuántos españoles trabajan para Técnicas Reunidas en Emiratos Árabes?
La gran mayoría son españoles. Nuestros ingenieros son españoles o sudamericanos, por ejemplo, en Venezuela hay una gran cultura del petróleo, hay mucho talento y nosotros tratamos de atraer el mayor talento posible a nuestra compañía porque Técnicas Reunidas no es más que la gente que conforma su plantilla. Ese es nuestro valor.
¿Cuáles son las perspectivas para 2020?
Tenemos esperanzadoras perspectivas. Tenemos ofertas, trabajo por delante, muchas ganas y más ánimo que nunca de permanecer y continuar mayor.
Ahora son vecinos de ADNOC en la Corniche de Abu Dhabi. ¿Por qué este cambio de sede?
Hemos cambiado de sede básicamente porque estar cerca del cliente es fundamental, tanto para una parte como para la otra, para entendernos, para solucionar los problemas. La facilidad con la que puedo estar en 30 segundos en la oficina de mi cliente y explicarle alguna situación o acometer algún reto que tengamos por delante sin ninguna duda nos da un valor añadido y una ventaja a la hora de afrontar potenciales retos.

Estar cerca es especialmente importante en Emiratos…
El ‘face to face’ es importante en este país y creo que en todas partes del mundo. Muchas veces las comunicaciones por teléfono y email son totalmente inevitables, pero prefiero sentarme y tomarme un café, hablar del problema que tenemos que solventar entre todos y buscar una solución en ese mismo momento.
¿Cómo es la nueva sede?
Debido al proceso de expansión, a la contratación de emiratíes y a otras cuestiones, comprobamos que los espacios que antes teníamos eran un poco reducidos y no podían dar capacidad o cabida al personal que en estos momentos está haciendo uso de la oficina. Nos hemos adaptado. Una de las características de Técnicas Reunidas, y que la define muy bien, es la flexibilidad y la adaptación al cambio. Si uno no es capaz de adaptarse al cambio en el mundo en que vivimos creo que no tiene mucho futuro.
¿Hacia dónde camina Emiratos este año?
El lema del país serán los próximos 50 años. Es un lema que tiende a la diversificación, a la expansión de nuevos sectores, tiende a acercarse mucho más a la innovación y creo que es algo fundamental para un próspero desarrollo en un futuro sostenible.
¿Este país está recorriendo el camino para alcanzar la no dependencia petrolera?
Hay tendencias, sin ninguna duda. La diversificación es el futuro. Vemos en el día a día que están tomando los pasos de forma correcta y en tiempo correcto para poder llegar a esa meta.
¿Considera que la Expo Dubai tendrá una incidencia positiva en la economía del país?
Sin ninguna duda, puede ser un ‘stepping stone’ para llegar todavía más allá de los logros que se han conseguido, algo que dará una exposición mundial para que aquellas personas que todavía no conozcan este pequeño gran país sean conscientes de que existe, que vengan, que los visiten, bien sea por negocios o por turismo, pero que vengan y lo descubran, porque sé que es un país que merece la pena.
¿Cree que puede haber una caída de la actividad tras la Expo o este país está lo suficientemente preparado para continuar avanzando al margen de la Expo?
Sin ninguna duda este país está suficientemente preparado. La época post expo va a depender mucho de cómo se manejen las planificaciones preventivas a la hora de enfrentar las situaciones venideras. Ya me han transmitido planes post expo y qué tipo de usos se le quiere dar a los pabellones. Y ya se está incluso iniciando ese proceso para explotar todas estas ‘facilities’ para uso y disfrute o bien de compañías, de incubadoras, start ups o de organizaciones sin ánimo de lucro.
La Expo será un hito pero no el final del camino…
Para nada en absoluto. Es un punto y seguido.
¿Es un buen momento para buscar oportunidades empresariales o profesionales en Emiratos Árabes?
Creo que Emiratos Árabes siempre brinda oportunidades a los buenos profesionales. Emiratos Árabes Unidos siempre está buscando talento. Siempre tiene las puertas abiertas a toda aquella persona de unas determinadas características, que tenga unos buenos estudios, que esté bien versada en la materia en la que se haya prodigado. No he escuchado a nadie con un conocimiento específico determinado a la que EAU le haya cerrado las puertas.
Es decir, que en este país se valora especialmente el talento.
Se valora el talento, el conocimiento, la práctica, el ejercicio profesional, la meritocracia…

¿Qué sectores considera más adecuados a día de hoy para buscar oportunidades?
Tenemos el sector tradicional del petróleo y el gas, programas de desarrollo de infraestructuras y una de las banderas fundamentales en relación a la digitalización e innovación. Sin ninguna duda, el país está apostando muy fuerte por todo aquel profesional que esté versado en estos campos. También el turismo, la hostelería, la restauración, tenemos un sector financiero potente, todas las zonas económicas especiales que se desarrollan para optimizar la implementación de las empresas… Todos aquellos campos que estén ligados con esto son sectores que pueden brindar oportunidades.
En esta materia puede ser un instrumento fundamental la Cámara de Comercio…
Creo que puede ser un instrumento fundamental a la hora de articular o dar una serie de consejos para aquella gente que pueda estar interesada.
¿Y qué consejos serían los que habría que darle a una empresa o profesional que tiene en el horizonte Emiratos Árabes como mercado?
El primer y fundamental consejo para aquella empresa que no está establecida en el país es cómo establecerse. Depende mucho del tipo de actividad. Lo primero es empezar con el pie derecho, con una serie de conocimientos de base para que pueda construir unos pilares fuertes, que vienen de la mano de una correcta implantación. Es el primer servicio que la propia Cámara puede prestar bien sea a través de su equipo o de conversaciones con los propios miembros, muchos de ellos con más dos décadas de presencia continuada. Somos todos un equipo. Los más de cien miembros de la Cámara tratamos de ayudarnos entre todos por y para el bien de las empresas españolas y emiratíes.
Destacados proyectos en ejecución de Técnicas Reunidas
Actualmente la empresa española Técnicas Reunidas, especializada en el diseño y gestión de la ejecución de proyectos de plantas industriales en todo el mundo, tiene cinco proyectos en marcha en Emiratos Árabes Unidos por valor de más de 2.600 millones de dólares.
Entre los proyectos en marcha destaca el de Bu Hasa, de 1.440 millones de dólares, realizado para ADNOC Onshore desde la división Upstream de Técnicas Reunidas, dedicada al sector de la exploración y producción.
También se halla en ejecución otro proyecto gasístico de TR Upstream de la mano de ADNOC LNG, por valor de 860 millones de dólares. TR Energía se ocupa del tercer proyecto en ejecución de la compañía española en Emiratos Árabes, la planta energética Hamriyah de General Electric.
En resumen, en EAU, Técnicas Reunidas ha ejecutado y ejecuta proyectos por un valor agregado de 6.830 millones de dólares. La venta de esta cartera se distribuye con 5.070 millones en proyectos desarrollados por la división de Upstream, 1.400 millones por la de Downstream (centrada en las tareas de refinado de petróleo y purificación de gas natural) y 360 millones por la división de Energía y Agua.
Según las previsiones de Técnicas Reunidas, y tal y como se está moviendo el sector y teniendo en cuenta las necesidades de gas de Emiratos, los futuros proyectos del grupo ADNOC y el gran interés que tienen por producir productos de más alto valor añadido desde la petroquímica indica que los próximos proyectos a corto y medio plazo en EAU concederán un especial protagonismo al gas y a productos más complejos provenientes de instalaciones petroquímicas.
Claramente comprometidos con la emiratización
El concepto de ‘In Country Value’ (ICV) está jugando un papel destacado a la hora de adjudicar los proyectos. Este programa, desarrollado por ADNOC (Abu Dhabi National Oil Company), principal cliente de Técnicas Reunidas en Emiratos Árabes Unidos, trata de potenciar el empleo local, diversificar el Producto Interior Bruto de EAU y madurar el tejido industrial del país ofreciendo ventajas en los concursos a las empresas que potencien la contratación de empleados, subcontratistas y suministradores locales, una estrategia por la que está apostando Técnicas Reunidas, dando muestra de su compromiso con el territorio emiratí.
En el marco de este ICV Técnicas Reunidas desarrolla ‘Awareness’, un programa que fomenta el aprendizaje y la empleabilidad de los emiratíes. Así, Técnicas Reunidas está proporcionando programas en los campos del petróleo y el gas a un centenar de ciudadanos emiratíes. A lo largo de la duración del curso los candidatos se benefician no solo de la capacitación teórica sino también de experiencia laboral real durante un periodo de prácticas.
Según el director general de Técnicas Reunidas en Emiratos Árabes Unidos, Guillermo Cobelo, el programa ‘Awareness’ permite a la compañía “dar y recibir”. En este sentido, Cobelo considera que “el gran valor” que Técnicas Reunidas puede aportar es brindar su conocimiento a los nacionales emiratíes que estén interesados y poder incrementar “el know-how y el added value” de aquellos lugares en los que Técnicas Reunidas está presente. A cambio, apunta Cobelo, “el aporte fundamental de estos emiratíes es que te enseñan muchas veces a ver los asuntos con diferente perspectiva, algo que es muy enriquecedor y, en un país tan dinámico como Emiratos Árabes Unidos, este conocimiento local es además esencial para tener éxito”.
Este programa de Técnicas Reunidas ha encontrado una exitosa acogida entre los ciudadanos emiratíes. Entre los beneficios que ‘Awareness’ proporciona, la compañía destaca la posibilidad de agregar valor a un país, la educación de una nueva generación en petróleo y gas, la ayuda a aquellas personas con potencial e interés en el sector a hacer una carrera en este campo, la creación de puestos de trabajo y la transferencia de conocimiento. As Regional Director of Spanish company Técnicas Reunidas, which has created around 20,000 jobs in the United Arab Emirates (UAE) around its current projects, and President of the Official Spanish Chamber of Commerce in the UAE, Guillermo Cobelo has many reasons to have a good memory of 2019. His performance is very positive on both fronts, but his eyes are always on new challenges, which in 2020 will have unquestionable protagonists, namely, major events, such as the Universal Exhibition in Dubai.
Has 2019 been a special year for the Spanish Business Council?
This year has been very special for different reasons. It is an accomplishment, a privilege and an honor to have reached the historic milestone of being the first official Spanish Chamber of Commerce in the entire Middle East. Another of the fundamental pillars that I believe define 2019 is having been able to go beyond the 100 corporate members. There are around 250 Spanish companies based in the United Arab Emirates on a permanent basis and, of these, more than one hundred belong to the Spanish Business Council, which indicates the success rate being achieved when approaching companies. Thirdly, for a few years now, the Chamber of Commerce – the SBC – has been in a very solvent financial situation to be able to face the challenges that will come in the coming years, because financial health is essential to be able to undertake all the tasks that we have in mind for 2020.
What is the contribution of having a Spanish Chamber of Commerce in the United Arab Emirates?
First of all, the Chamber of Commerce as such is nothing without its members, who are the main and fundamental axis, as well as our highest priority. The Chamber provides a service that I think is very necessary for small and medium sized companies or newcomers to the United Arab Emirates, who find a platform they can access with cease and gives them a more accelerated learning curve. On the other hand, as an official chamber of commerce, we are already observing the potential synergies that may exist with other chambers both abroad and in Spain, such as the one in Murcia or Madrid, with which we are considering a series of initiatives that can bring much value both in the Emirates and in Spain. Several educational measures will be launched as well. We are establishing agreements with Spanish universities so that certain professional courses can be accessed through the SBC Chamber of Commerce portal.

What is the Chamber of Commerce's outlook for the Expo?
Expo is going to play an essential role in the country this year. It will be the Expo with the greatest participation of countries in history, meaning more than 198. It is an event with worldwide repercussions where the Chamber of Commerce must undoubtedly be present in one way or another. The way in which we participate will be decided by the council and the members. It will surely be a way that provides value and content, and where a series of synergies will be established, whether during Expo 2020, with the Spanish Commercial Office, Spanish Cultural Action, or the different bodies that regulate and are involved in it. This is an opportunity to show all the visibility and support that the Chamber of Commerce has in this country.
Is it important to the SBC to maintain the presence that it deploys each year in the UAE at events such as Spain Day or gala dinners?
Often, with the maelstrom of day-to-day life, we lose track of the number of events that the SBC has carried out. If I'm not mistaken, in 2019 we organized 56 events, which is a very significant number. Our most important event, with the collaboration of the Spanish Embassy, is the National Day, which this year I think has beaten all the attendance records. From the point of view of the Chamber of Commerce, and I believe shared with the Embassy of Spain in the Emirates, it has been a resounding success. We had the gala dinner, in which we again observed figures that we had not seen before, with an attendance of nearly 300 people. Ali Albwardy, a leading figure and a great businessman in this country, was awarded the prize of the Emirati of the Year, while Arturo Manso was awarded the prize of the Spaniard of the Year for all the development accomplished over the last two decades in the Emirates and for being, assuredly, one of the pillars of the Spanish community in the UAE. Beyond the social events, work forums are held where specific subjects are discussed that also help to clarify the path that certain companies should follow when facing future challenges
Do these types of forums offer concrete results?
In the last 48 years, the United Arab Emirates has developed something unprecedented in the world. The achievements that the Emirates have made thanks to their wise leadership have been absolutely commendable. We have seen a dynamism that exists nowhere else in the world. It is a very changing situation, it is getting better, but we have to be very up to date. The Emirates today are not the same as in 2015 and it has only been four years. We have to remember that around 1960-70, when 30 million people lived in Spain, the population here was 90,000, and now Spain has multiplied its population by 1.5 since then, and the Emirates has multiplied the population it receives by 100. The population is nine million today. The development is absolutely dizzying. This is a development that has not been seen anywhere else in the world and it is accompanied by numerous challenges. And it is precisely the Chamber of Commerce who will be there to meet these challenges with all its members.
What is the objective of the SBC for the future?
To provide value and be the bridge between all those groups of businessmen, companies or entrepreneurs who want to do business either in the United Arab Emirates or in Spain, and who use us as a channel.

What is your assessment of the performance of Técnicas Reunidas for the year 2019?
2019 has been a year, from my point of view, with many challenges. In the same way that the country is evolving, I think the company has to evolve and adapt to this changing situation, which has challenges ahead. The fact that it has been a good year for Técnicas Reunidas in the United Arab Emirates has no question. Técnicas Reunidas is a company that has been in the Emirates since 2006, so we know how to do business in the Arab Emirates but, even so, we cannot rest because in the same way we are aware that if we take our foot off the accelerator we will be missing things. We have to be on the streets, talking to people and getting involved with the local community because that is the only way we will be able to guarantee success in the future. This has been a year that has allowed us to be close to our clients and to know ourselves much better, not only as clients but also as partners, which is indispensable for the success and achievement of our projects in terms of cost, time, quality and safety.
How have the results been this year?
We are currently executing five different contracts in the country, which is the largest number of contracts we have executed in the UAE. We have greatly increased our ongoing projects. In fact, we are in the highest portfolio we have had to date in Abu Dhabi in particular. We are looking forward to 2020 and 2021 due to the new plans announced by the state oil company ADNOC, which has a $45 billion downstream development plan and a $132 billion project plan for 2019-2023. Therefore, it is a year that we see with much light and a lot of work. Técnicas Reunidas' turnover is in a constant and stable line based on the results it has been achieving over the last few years.
How many workers does Técnicas Reunidas have in the Emirates?
The projects are currently being launched at this time and are in the engineering phase. All our engineering is carried out in Madrid. In fact, the Emiratis go to Madrid and develop the engineering jointly with us. This is part of the success as the entire team based in Madrid developing the engineering moves to the Arab Emirates to execute the project. That is crucial. At the moment, as the engineering is being developed in Madrid, we are not reaching the peak of personnel. Today we are about 400 people in engineering, technical and supervisory staff. We are increasing movement because, progressively, the engineering phase is complete, and the project is going to be executed. We hope to reach or exceed one thousand people by the end of next year. Adding up the employment generated through subcontractors we can calculate that it could reach 15,000 or 20,000 people at the moment. A single medium or large project directly employs between 8,000 and 15,000 people, both from Técnicas Reunidas and from subcontractors.
How many Spaniards work for Técnicas Reunidas in the United Arab Emirates?
The vast majority are Spanish. Our engineers are Spanish or South American. For example, in Venezuela there is a great oil culture and a lot of talent, and we try to attract as much of it as possible to our company because Técnicas Reunidas is only made up by the people who make up its workforce. That is our value.
What are the prospects for 2020?
We have hopeful prospects. We have offers, work ahead of us, a lot of desire and more encouragement than ever to stay and continue growing.
You are now a neighbor of ADNOC in the Corniche of Abu Dhabi. Why this change of venue?
We have changed locations basically because being close to the client is crucial for both parties in order to understand each other and solving problems. The ease with which I can be at my client's office in 30 seconds and explain a situation or undertake a challenge that lies ahead without any question gives us an added value and an advantage when it comes to facing potential challenges.

Being close is especially important in the Emirates...
'Face to face' is important in this country and I think all over the world. Many times, communications by phone and e-mail are totally unavoidable, but I prefer to sit down and have a coffee, talk about the problem we have to solve together, and look for a solution right then and there.
What is the new location like?
Due to the expansion process, the hiring of Emiratis and other issues, we found that the spaces we had before were a bit reduced and could not accommodate the staff that is currently using the office. We have adapted. One of the characteristics of Técnicas Reunidas, and which defines it very well, is flexibility and adaptation to change. I think you don't have much of a future if you are not able to adapt in the United Arab Emirates
Where is Emirates walking to this year?
The country's motto will be the next 50 years. It's a motto that tends to diversify, to expand into new sectors, and has the tendency to get much closer to innovation and I think it's something that's essential for a prosperous development in a sustainable future.
Is this country on the way to achieving non-dependence on oil?
There are trends, without any question. Diversification is the future. We see on a daily basis that they are taking the right steps at the right time to reach that goal.
Do you think that Expo 2020 will have a positive impact on the country's economy?
Undoubtedly, this can be a 'stepping stone' to reach even beyond the accomplishments attained and something that will give a world exhibition so that those people who do not yet know this small and great country are aware that it exists, that they come, that they visit it, either for business or for tourism, but that they come and discover it, because I know that it is a country that is worthwhile.
Do you think that there may be a drop in the activity level after the Expo, or is this country sufficiently prepared to continue moving forward outside the Expo?
Without any doubt, this country is sufficiently prepared. The post-expo period will depend a lot on how preventive planning is handled when dealing with future situations. I have already received post-expo plans and what kind of use will be made of the pavilions. And we are already starting the process of exploiting all these facilities for use and enjoyment, whether for people or companies, incubators, startups and non-profit organizations.
The Expo will be a milestone but not the end of the road...
Not at all. It's not a full stop.
Is this a good time to look for business or professional opportunities in the United Arab Emirates?
I think the UAE always provides opportunities for good professionals. The UAE is always looking for talent. It always has the doors open to anyone with certain characteristics, who has a good education, who is well versed in the field in which he or she has worked. I haven't heard of anyone with specific knowledge who has been shut out by the UAE.
In other words, talent is particularly valued in this country.
Talent, knowledge, experience, professional practice, and meritocracy are all valued.

What sectors do you consider most suitable to seek opportunities today?
We have the traditional oil and gas sector, infrastructure development programs, and one of the paramount flagships which is digitalization and innovation. Without any doubt, the country is betting very strongly on all those professionals who are versed in these fields. In addition, we have the tourism, hotel and restaurant sector, as well as a powerful financial sector. In other words, all the special economic zones that are being developed to optimize the implementation of companies. All those fields that are linked to this are sectors that can provide opportunities.
In this area, the Chamber of Commerce can be a fundamental instrument...
I think it can be a fundamental instrument when it comes to networking or giving a series of tips to those people who might be interested.
What advice should would you give to a company or professional that has the United Arab Emirates as a market?
The first and fundamental advice for a company that is not established in the country is to learn how to establish itself here. It depends a lot on the type of activity. The first thing is to start off on the right foot with a series of basic knowledge so that you can build strong pillars, which come with a correct implementation. This is the first service that the Chamber itself can provide, either through its team or through conversations with its own members, many of whom have been present for more than two decades. We are all a team. The more than one hundred members of the Chamber try to help each other for the benefit of Spanish and Emirati companies.
Outstanding projects developed by Técnicas Reunidas
Spanish company Técnicas Reunidas, which specializes in the design and management of the execution of industrial plant projects around the world, currently has five ongoing projects in the United Arab Emirates worth more than $2.6 billion.
The Bu Hasa project, worth $1.44 billion and carried out for ADNOC Onshore by the Upstream division of Técnicas Reunidas, which is dedicated to the exploration and production sector, stands out among the ongoing projects.
Another TR Upstream gas project is also underway with ADNOC LNG which is worth $860 million. TR Energía is in charge of the third project being executed by the Spanish company in the United Arab Emirates: the Hamriyah energy plant of General Electric.
In summary, in the UAE, Técnicas Reunidas has executed and is executing projects with an added value of $6.83 billion. The sale of this portfolio is distributed with $5.07 billion in projects developed by the Upstream division, $1.4 billion by the Downstream division (focused on oil refining and natural gas purification) and $360 million by the Energy and Water division.
According to the forecasts of Técnicas Reunidas, as the sector moves and taking into account the gas needs of the Emirates, future ADNOC group projects as well as the great interest they have in producing higher value-added products from petrochemicals indicate that future short and medium-term projects in the UAE will give special prominence to gas and more complex products from petrochemical facilities.
Clearly committed to Emiratization
The concept of 'In Country Value' (ICV) is playing an important role in the awarding of projects. This program, developed by ADNOC (Abu Dhabi National Oil Company), the main client of Técnicas Reunidas in the United Arab Emirates, aims at promoting local employment, diversifying the UAE's Gross Domestic Product and maturing the country's industrial tissue by offering advantages in tenders to companies that promote the hiring of local employees, subcontractors and suppliers, a strategy that Técnicas Reunidas is betting on, demonstrating its commitment to the Emirati territory.
Within the framework of such ICV, Técnicas Reunidas is developing 'Awareness', a program that promotes learning and the employability of Emiratis. Moreover, Técnicas Reunidas is providing programs in the oil and gas fields to one hundred Emirati citizens. Throughout the course, candidates benefit not only from theoretical training but also from real work experience during an internship.
According to the General Manager of Técnicas Reunidas in the United Arab Emirates, Guillermo Cobelo, the 'Awareness' program allows the company to "give and take". In this sense, Cobelo considers that "the great value" that Técnicas Reunidas can provide is to offer its knowledge to Emirati nationals who are interested and to be able to increase "the know-how and added value" of those places where Técnicas Reunidas is present. In return, Cobelo affirms, "the fundamental contribution of these Emiratis is that they often teach you to see things from a different perspective, something that is very enriching and, in a country as dynamic as the United Arab Emirates, this local knowledge is also essential for success."
The Técnicas Reunidas program has been very well received by Emirati citizens. Among the benefits that 'Awareness' provides, the company highlights the possibility of adding value to a country, the education of a new generation in oil and gas, helping those with potential and interest in the sector to develop a career in this field, creating jobs and transferring knowledge. Furthermore, Técnicas Reunidas points out that this program represents a real opportunity for one hundred people to have tangible work experience, as well as to have a certificate issued by the company that accredits them.
